The Linux Mint developer really liked this particular theme

It looks like people are still trying to make their Linux installations look like a Windows XP version, even if that OS is now buried and gone. Some desktop environments are easier to transform than others, and it looks like Cinnamon is a good candidate.

Despite what you might think about Windows XP, it's still being imitated by various Linux distros and there are more than a few themes that can modify a distro and make it feel like it's something produced by Microsoft. This trend will probably go away after Windows XP fades from the public consciousness, but until then designers will continue to work on themes.

The interesting thing about this is that the quote above comes from Clement Lefebvre, the leader of the Linux Mint and Cinnamon teams. It probably takes a lot to impress Clem, but he really liked the CinnXP theme. It's quite easy to install, so you can always give it a go.
