The developers seem to be focusing on expansions

A lot of fans were enthusiastic when CD Projekt RED launches the Modkit for The Witcher 3: Wild Hunt, but many gamers are now dissatisfied to learn that the development team does not have plans to add any more mod tools in the coming months.

The initial announcement from the studio talked about the fact that gamers would be able to use the included options to tweak items and introduce new situations to the action role-playing game.

But many fans thought that the Modkit was only the beginning and that a bigger set of tools would be delivered in the coming months.

A new Twitter message from Marcin Momot, the leader of the community relations team at CD Projekt, explains that the studio is not planning to release anything else.

Presumably gamers who want to mod The Witcher 3: Wild Hunt will find a way to mix the Modkit and home-made tools in order to create larger projects for the game and deliver entirely new adventures for Geralt.

CD Projekt has been listening to the requests coming from the community and might decide to deliver more mod support in the future as long as enough players ask for it in a polite manner.

Today the development team is delivering the free New Game Plus mode for the game.

Expansions are coming to The Witcher 3: Wild Hunt

The development team might be unwilling to work on more modding tools for their hit title because they need to shift resources to the coming expansions.

Heart of Stone will introduce an entirely new region to The Witcher 3: Wild Hunt that gamers will be able to explore and will deliver a major piece of story, with a unique set of challenges and choices.

Launch is at the moment planned to take place on all platforms on October 2015.

In 2016, gamers will also get access to Blood and Wine, which is more ambitious.

CD Projekt RED is saying that both coming expansions will introduce at least 20 hours of new gameplay.

The development team is also working on Cyberpunk 2077, which has been announced for a few years but it does not yet have a clear launch window.
