Apple seeded the fourth Beta only to developers

Apple has seeded the fourth Beta builds for the upcoming iOS 9.3, Mac OS X 10.11.4, watchOS 2.2, and tvOS 9.2 operating systems to developers enrolled in its Apple Developer program.

Therefore, if you are a developer who wants to install the iOS 9.3 Beta 4, Mac OS X 10.11.4 Beta 4, watchOS 2.2 Beta 4, and tvOS 9.2 Beta 4 operating systems on their registered devices, you can do so right now from your Apple Developer account or via the Mac App Store.

The Mac OS X 10.11.4 Beta 4 build was tagged as 15E49a, the iOS 9.3 Beta 4 build as 13E5214d, the watchOS 2.2 Beta 4 build as 13V5129c, and the tvOS 9.2 Beta 4 one as 13Y5210d. Please note that tvOS 9.2 is not supported on Apple TV (3rd generation) and earlier versions.

These new Beta builds bring mostly bug fixes and small improvements to the upcoming operating systems, which should get their final release sometime around the March 15 event that Apple will hold, where the Cupertino company might announce new devices powered by the OSes mentioned above.

Public Beta builds are coming very soon

As usual, please note that Beta releases may contain bugs and are not recommended for installation on production devices. They are intended only for developers who want to prepare their applications for the upcoming releases, as well as early adopters who know what they're doing.

Public Beta testers will also be able to download the new Beta builds of iOS 9.3, Mac OS X 10.11.4, watchOS 2.2, and tvOS 9.2 on their devices very soon, most probably tomorrow, February 24, 2016, as Apple usually seeds Public Betas two days after the devs builds.
