The development for Ubuntu 15.04 (Vivid Vervet) has started already and the developers are still gathering various pieces from Debian upstream to implement. They are also tracking the Linux kernel development and are looking to implement the latest version.

It's difficult to determine right from the start what Linux kernel will be added in the final version of an upcoming Ubuntu version, but Canonical is trying to get the latest one. There are some time limits regarding the kernel freeze on the system, which prevents the devs to add anything past a certain date, but usually Ubuntu users will get the most advanced release.

"The master-next branch of our Vivid kernel has been rebased to the v3.18-rc5 upstream kernel.  We have still withheld uploading to the archive until we've progressed to a later -rc candidate," wrote Canonical's Joseph Salisbury.

The first Alpha 1 version is expected to arrive in just a few weeks, so they are pretty early in the development cycle. You can take a look by downloading the Ubuntu 15.04 daily build, but for now it looks pretty much the same as Ubuntu 14.10. It's not recommended to use this on a production machine, if you really want to test it.
